School Enrolment Policy
C.B.S. Dundalk is a co-educational primary school under the patronage of the Catholic Bishop of Armagh.
The Education Act, 1998, Park IV Section 15 (d) required the Board of Management of C.B.S. Primary School to draw up a Policy:
‘concerning admission to and participation in the school, including the policy of the school relating to the expulsion and suspension of students and admission to and participation by students with disabilities or who have other special educational needs, and ensure that as regards that policy principles of equality, and the rights of parents to send their children to a school of the parents choice are respected and such directions as may be made from time to time by the Minister, having regard to the characteristic spirit of the school, and the constitution rights of all persons concerned, are complied with’.
Education Act, 1998, Part IV Section 15 (g) requires this school to make reasonable provision for students with a disability or other special educational needs:-
‘to make reasonable provision and accommodation for students with a disability or other special educational needs, including, where necessary, alteration of buildings and provision of appropriate equipment’.
The school supports the principles of :
Equality of access and participation.
Respect for diversity, beliefs, traditions and language.
Parental rights to enrol their children in the school of their choice; this is in the context of the existing school community and the rights of the pupils already enrolled.
Parents intending to enrol a child for Junior Infants should complete enrolment application form available from the school or from the office by 31st March of year of entry.
Parents and respective children are invited to meet with the principal and visit the junior infant classes in April/May prior to starting school.
Parents of children enrolled in the school are required to support all the school policies- including Behaviour, Homework, Healthy Eating etc.- which they will receive on their visit to the school.
Anyone who does not attend meetings for new applicants or confirm acceptance will automatically be removed from the list.
The school will confirm in writing to parents/guardians if their child has a place or not.
This school’s catchment area comprises of the Parish of St. Patrick’s Dundalk.
Parents will be required to provide details of their childs name, age, address, religion, nationality, previous education, special educational and medical needs. Birth Certificates must be submitted.
Places will be offered to
1) Catholic children of the Parish of St. Patrick’s.
2) Catholic children who do not have a Catholic school in their own area.
3) Brothers and sisters of children in this school, and children of parents who themselves were pupils in the school.
4) Children who are attending ‘Happy Days’ pre-school.
5) Catholic children from outside St. Patrick’s Parish.
6) All children, who live within the Parish boundaries, but are not Catholic, applying for a place, are entitled to a place, if there are vacancies after groups 1 to 5 have been allocated places.
7) All children, regardless of creed or belief who apply to the school and are not residents within the parish boundaries are entitled to a place in the school, if there are vacancies after groups 1 to 6 have been allocated places.
8) All children for Junior Infants are required to be four years of age on or before the last day of June of their year of entry to the C.B.S.Primary School. Places will be allocated in order of age; being four years before the end of June does not guarantee a place.
9) Applications for enrolment in C.B.S.Primary School should be made before 31st March of the year in which entry is desired.
10) Confirmation that a child is accepting a place must be received no later than 10 days after you have received a written offer of a place, if not, name will be removed from list.
When a child is transferring from another school with the Minister’s consent, the school requires a Letter of Transfer from the child’s previous school. All reports, school attendance, relevant information, child safety issues and involvement of support services must be submitted with the application. It is school policy that the Principal of CBS Dundalk will contact the Principal of the present school of the child before a place is confirmed.
Submitting an application to enrol form does not guarantee a place. Parents will be informed in writing whether there is a place available or not. On receipt of offer, written acceptance must be
returned to the school within five days.
Decision to admit will be based on “Other Factors to Consider” (page 3).
Move Mid Year
A child removed from the register of C.B.S. Primary School in accordance with the terms of Rule 64, 2 (c) shall at any time after he/she was removed and at the request of his/her parent/guardians be re-enrolled in the school subject only to there being a place available in the school.
Children with Special Needs
Children with S.E.N. will be resourced in accordance with level of resources available. Parents should supply all information, reports or requests that the child should be accessed immediately, in order to help establish the educational needs of the child.
The school will meet with the parents of the child to discuss needs, suitability, resources available and ability of this school to meet the needs of the child.
If a parent/guardian does not supply all relevant information/reports the school will be unable to meet the needs of the child and not in a position to accept him/her.
C.B.S.Primary School recognises that exceptionally gifted children may be registered pupils of this school. Curriculum planning by individual teachers will ensure that the resources of the school, teaching and material, will be applied to such children so as to maximise their potential.
In cases where numbers for enrolment would lead to overcrowding – children will be ranked in accordance to their age, bearing in mind that all children must be four years of age by 30th September of enrolment year.
Other Factors to Consider:
- Size and available space in classes
- DES maximum class directives
- Multigrade classes
- Special needs/behavioural needs children
- Education needs of children
- The education needs of children already enrolled.
- Unacceptable risk to other pupils, staff or property
- Submitting a fraudulent or deliberately misleading application.
Children who fail to get a place in a particular year can remain on an enrolment list for the following year.
The B.O.M. reserves the right to refuse enrolment in exceptional circumstances if, in the opinion of the board , there is evidence of an unacceptable risk to the child, other pupils, school staff or
Parents who are dissatisfied with an enrolment decision may appeal in writing to the chairperson of the Board of Management within 10 days of refusal. Parents, unhappy with result of appeal can make a Section 29 Appeal on the official Department of Education & Skills form within 42 days of refusal from the school to enrol
